Quarantine git protocol v2 tests

What does this MR do?

Git protocol v2 has been disabled for a little while now (long enough that it completely slipped my mind), but the tests weren't enabled in most environments anyway, or so I thought.

This quarantines the tests. They can be removed from quarantine and enabled everywhere once git protocol v2 is enabled again.
