Add Project template for go-micro

What does this MR do?

Adds a basic go-micro new project template for use with GitLab, based on https://gitlab.com/gitlab-org/project-templates/go-micro. Note that go-micro seems to have no logo of its own so we use the fallback GitLab logo instead.
