Resolve "Add time preferences for user [FE]"

What does this MR do?

Add new fields to the user profile allowing users to set their preference for:

• Set timezone
• Change timezone to 24h
• Absolute times vs. relative

Timezone can be set from profile settings: /profile

Time preferences are set under profile preferences: /profile/preferences
