Docs: Fix all anchors related to auto-devops
What does this MR do?
Fixes all the anchor links in docs that are related to auto-devops. Mostly due to missing badges in the anchors, but occasionally due to section name changes.
Ported to EE in https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/9505, please merge EE first.
