Adds a feature flag to the diff fuzzy file finder

What does this MR do?

Moves the diff fuzzy file finder option in the tree list to behind a feature flag for now. There is some concern that this file finder toggle could cause some confusion, putting it behind a feature flag allows us to control whether it is available or not.
