Docs: Clean up issues functionalities doc
What does this MR do?
While tinkering with CE/EE docs that have diverged (see https://gitlab.com/gitlab-org/gitlab-ce/issues/57137) I stumbled on this doc that needed some TLC. Cleaned up the links, typos, grammar, etc.
Ported to EE in https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/9436 (Please merge EE Port first)
