Remove expert requirement for merging vue features

What does this MR do?

Vue is the way we do FE at GitLab, it's a fundamental dependency that every FE dev should become proficient with.

We should trust our current reviewer+maintainer review process and not bottleneck vue features (which we hope to be all features) into a subset of engineers that have the ability to work on heavier, abstract or fundamental issues/improvements.

Additionally, we don't follow this guideline. 😂 I'm pretty sure a BE eng has given me some great review points before!
