Discussion filters - ensured note links resolves to the right note

What does this MR do?
This MR updates the discussion filter component to ensured note links resolves to the right note.
When there is a link with an anchor to comment or system note and the current discussion filter is not “Show all activity”, we switch the filter to “Show all activity” so the note is visible.
