As of 2024-05-14 a change has been implemented to enforce access token expiry. If you see higher numbers of HTTP 401 responses, please check tokens that may have expired. What does this MR do?

Bumps nginx-ingress chart for GitLab managed apps to the latest version

The underlying ingress-nginx app will be going from 0.15.0 to 0.21.0. The changelog has one breaking change but seems to be handled by the chart. See also https://github.com/helm/charts/pull/8137
