Fix sidekiq-reliable-fetch version

What does this MR do?

This is a fixed version of https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/23854

The new version essentially refers to the same code but it can look like downgrade which is not. This MR should fix the confusion
