Clarify messaging on what fails for too many failed lines

What does this MR do?

Disambiguate messaging around when a file needs to describe changes in a commit message.

To me, the previous messaging meant at least three different files had to have at least thirty lines changed in each file, but it looks like the test is a total of thirty lines changed across at least three files.
