WIP: Start fixing #53279

What does this MR do?

As requested by @dplanella, this is the beginning of my fix for a subset of #53279 (closed) which is affecting the GHC migration (#55039 (moved)). My understanding of the issue is that updated_at is not plumbed through to several relevant places in the implementation. These include the notification generation implementation.
