Remove RemoveOldWebHookLogsWorker

What does this MR do?

Removes RemoveOldWebHookLogsWorker, which deleted old webhook logs after 2 days, because we should really just be running PruneWebHookLogsWorker, which deletes old webhook logs after 90 days, as documented.
