What does this MR do?

Update danger bot for the docs:

  • Assign the MR to a tech writer instead of simply mentioning them (so we don't miss reviews in our todos list)
  • Add development guidelines to Marcia's review area - this came up on Slack and I'm happy to take it if that's okay (cc/ @mikelewis)
