Use Gitaly 1.0.0

What does this MR do?

Updates the Gitaly service to 1.0.0. This fixes a critical bug, introduced by 0.133.0: gitaly#1406 (closed). This bug would have prevented repository forking from working in staging and production (where we don't connect to Gitaly over unix sockets). Gitaly 1.0.0 contains a fix.
