Fix horizontal scrollbar overlapping content everywhere, #51296.
What does this MR do?
This MR do fixing scrollbar overlapping content described at #51296 (closed).
When I was working on this I wanted to find a solution that will not change gitlab design and will be working without js.
I spent a lot of time to come up with this "only css" solution to fix that bug
Can someone to check this? And can someone make a decision about my solution: good or bad?
