Update condition to visibility collaboration status text, #44642.

What does this MR do?

This merge request fixes #44642 (closed) issue.

Issue description:

After an MR is merged, we still mention "Allows edits from maintainers" in the MR widget while we don't allow maintainers to push to the branch anymore. We should only show that message when the merge request is open.

Button «Allows edits from maintainers» was renamed to «Allows commits from members who can merge to the target branch» by #42751 (closed).
