Resolve "Empty label menu if not logged in"
What does this MR do?
Fixes: Visiting the labels page of a public project without beeing logged in lets me open an empty menu.
Steps to reproduce

Visit https://gitlab.com/gitlab-org/gitlab-ce/labels without log in / label edit permissions.

Open the menu via the three dots menu.
