What does this MR do?

Docs currently point to issues link that is no longer available. It appears issues for https://gitlab.com/charts/gitlab-runner/ are being redirected to a different project, seemingly an implementation of: https://docs.gitlab.com/ce/user/project/integrations/custom_issue_tracker.html.
