What does this MR do?
Reverts https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/22398.
This should have been properly tested in EE. Turns out I've picked this into EE (locally, for testing) after getting merged and it has some bugs on the 'Batch comments' feature.
This deserves some adjustment before hitting EE so I'd highly suggest reverting and not proceeding with this one on this release.
Sadly it's a bit too late to both create a MR to fix that until tomorrow (Freeze) or disable batch commenting on expanded diff lines (some extra work will be needed there if we opted into it).
What are the relevant issue numbers?
