Usage ping - Differentiate Jira Server and Cloud
What does this MR do?
Differentiates the usage ping between Jira Server and Jira Cloud
According to this Jira Cloud issue they don't currently support custom domains (nor do they seem to have it scheduled yet) so we can simply detect Jira Cloud via the domain in the URL.
