Fixed label removal from issue

What does this MR do?

When a project or group has multiple boards, and you move an issue to 'open' or 'closed', the labels on that board are removed from the issue, instead of all labels tied to a project.

Prevents labels from being removed from other boards when moving an issue to 'open'.

What are the relevant issue numbers?

Closes #51052 (closed) - Other board labels should not be removed from an issue when it is moved to the Open list or Closed list
