Update project and group labels empty state

What does this MR do?

Update project and group labels empty state according to gitlab-design#47 (closed). This is an edge case for point 2 in paragraph and title section:

If the title needs to wrap on desktop, align both the title and description to the left.

This also removes the second primary button on the project labels empty state.

Primary buttons are the single most important action that moves the task forward within a context and thus have the most emphasis placed upon them.
