Updates Laravel.gitlab-ci.yml template
What does this MR do?
This MR updates the current Laravel.gitlab-ci.yml template to prevent it from failing upon initial install and updates to the current node version.
The current template fails upon initial setup due to requirement of gnupgp on node installation. Also the existing node version in the template (7) was EoL in 2016 https://github.com/nodejs/Release#release-schedule.
