Fix blue, orange, and red colors

Fix color inconsistencies between the app's code, the Pattern Library (PL), and the Design System (DS), specifically the following colors: $blue-400, $red-300, $red-400, and $orange-400. See gitlab-design#194 (closed) for more context.
