This MR is the third of three that correct the grammar of "setup" to "set up" project wide. This MR touches code only and no docs, mostly code comments and spec details, but also a few models and views.

Ported to EE in https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/7347 (please merge EE MR first)
