What does this MR do?

Update references of old grafana url to new one.

The public url https://dashboards.gitlab.com seems not working currently, but was mentioned in https://gitlab.slack.com/archives/C101F3796/p1535972420000100?thread_ts=1535495593.000200&cid=C101F3796
