Resolve "Clean up the top section of the cluster page"
What does this MR do?
Updates the "show cluster" page:
- moves the "security warning" copy into a dismissible banner (closes gitlab-org/gitlab-ce#50490)
- simplifies/styles integration status toggle description
- simplifies/styles environment scope input and description
- moves cluster health section below the primary cluster settings (EE-only)
