Resolve "Separate remembering sorting issues/merge requests"

What does this MR do?

Previously we were remembering the sorting order for both issues and merge requests in one place, that leads to inconsistency problems due to the fact the merge requests and issues have different sorting options.

This MR separates remembering the sorting order for both issue and merge requests.
