Change `Backlog` list title to `Open` in Issue Boards
What does this MR do?
This MR changes title of Backlog list in Issue Boards to Open. Please note that this MR just updates the title of the list, internally the list is still referred to as backlog, and renaming that is far greater refactor and also can include potential migrations.
