Resolve "Make group names links when deleting account is not possible"

What does this MR do?

Shows the group names as a link in Delete Account instead of plain text.

Are there points in the code the reviewer needs to double check?

Some error in rendering when the group description is long. I have also observed a similar issue in the admin panel.

To fix #41701 (moved)
