Update CONTRIBUTING.md to port Contribution Flow section from EE doc

What does this MR do?

I noticed that a "Contribution Flow" section was created (last year), with MRs for both CE https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/7800 and EE https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/1532.

The EE MR was merged, but the CE MR failed a test and for some reason was closed instead of being merged, and so the docs diverged at that point. This MR is to bring the two docs back into sync.
