Persist 'auto devops' banner dismissal globally

Mike Greiling requested to merge 48657-persist-auto-devops-banner-dismissal-per-user-cookie into master

Changes the Auto DevOps user callout banner behavior such that dismissing it once will dismiss it for all projects in a GitLab instance, instead of dismissing it once per-project.

In the future this will be refactored to persist with a user's account, similar to: gitlab-org/gitlab-ce!18684
