WIP: Add Most Stars for Projects Filter Options

What does this MR do?

Additional filter list for most stars projects

Are there points in the code the reviewer needs to double check?

There're some caveats like:

• What if the projects have the same star count, any specific sort order for this?
• I know where to add the translation keys, but not sure how translations text are added, maybe a SaaS service or professional translators are involved here?
