Replaces date.format.js in vendor with NPM package
What does this MR do?
Based on https://gitlab.com/gitlab-org/gitlab-ce/issues/39072 it removes the copied /vendor/javascripts version and replaces it with a NPM packaged version.

So we can get rid of the vendor/javascripts folder
