Resolve "Table on Failed Jobs tab is overflowing in IE11 and sm screens"

What does this MR do?

The previous fix to this issue had a wrongly nested table which prevent the display: block from being applied to the table element.

Are there points in the code the reviewer needs to double check?

Just double check with a IE11 that it solves the issue.
