Resolve "Add timestamps for each stage of gitlab-rake gitlab:backup:restore"

What does this MR do?

Timestamps are added to status messages printed by the gitlab-rake tasks in gitlab:backup:restore.

This MR is a small change that only updates gitlab:backup:restore, rather than the more general update to rake tasks suggested by @markglenfletcher.

Assist with troubleshooting restores that are hanging.
