Update gettext_i18n_rails_js to latest upstream release.

Why was this MR needed?
Debian has 1.1.0, gitlab currently has 1.2.0. It would make packaging easier to update directly to 1.3. They follow SemVer https://github.com/webhippie/gettext_i18n_rails_js/issues/43
