Update wording to specify create/manage project vs group labels in labels dropdown
What does this MR do?
Updates strings in labels dropdown shown in Issue, MR and Issue Boards sidebar to reflect context; eg; Project label or Group label.
Are there points in the code the reviewer needs to double check?
Why was this MR needed?
This change in strings ensure that while viewing labels dropdown, user is aware where Create label
action is going to create label or where Manage labels
link is going to take user based on current context, which can be a Project or Group.
