Docs: Incoming e-mails: require gitlab-ctl restart
What does this MR do?
Enables "reply by email" for those who followed the Omnibus guide, gitlab-rake gitlab:incoming_email:check passed and yet they saw:
gitlab-ctl restart is required for "reply by email" to enable.
