WIP: Fire system hook when project is archived or unarchived
What does this MR do?
This MR will add sending of update project system hook when project archived or unarchived.
Why was this MR needed?
I found that gitlab not sending any messages when somebody achiving projects. But I need to know in what moment project was achived, so I need update action.
