Remove unnecessary sidebar element realignment

What does this MR do?
When there is an active sidebar list item (e.g. /tree/master or /issues), upon collapsing or expanding the sidebar the list item icon is subtly realigned. Also the sidebar toggle button height is resized.
Are there points in the code the reviewer needs to double check?
Nothing related to code. UX review needed.
Why was this MR needed?
Maintain pixel perfect layout.
