Keep typographic hierarchy in User Settings

What does this MR do?

It changes some user settings sidebar headings to match the rest of the headings in user settings. In particular it changes heading h3 to h4 for Authentication log and adds prepend-top-0 class to heading h4 for Notifications.

Are there points in the code the reviewer needs to double check?

Nothing in particular.

Why was this MR needed?

To keep consistent typographic hierarchy in user settings.
