Improve naming of pipeline jobs to be more consistent

What does this MR do?

This MR changes names of some pipeline jobs, to make it a little more consistent. We use colon : as a group separator (see issue ➡ #40990 (moved)) and a dash - as a word separator.

Built on top of !15977 (merged) which needs to be merged first.
