Remove old feature proposals policy

Mark Fletcher requested to merge markglenfletcher/gitlab-ce:remove-old-fp-policy into gl-triage

Let's revert the change to this policy. I think created_at is probably the wrong choice after all. I also think that we need more filters to narrow the number of issues down further.

For now, I'll disable the scheduled pipeline to prevent this running again over the weekend.
