Update feature toggle design to use icons and make it i18n friendly

What does this MR do?

Updates feature toggle designs shown under "Permissions" section in Project Settings to not to use string labels within the toggle and use just icons.

Please note that while in animation, it appears as if icon changes first and then status of toggle changes, that's just side effect of recording GIF in low FPS, in practice that's not the case.
