WIP: Change order of banzai filters

What does this MR do?

It fixes false positive issue references in merge requests. Anchor links added by TableOfContents filter were considered as issue references under some circumstances (e.g. text <h4>1.0</h4> generates HTML code with a link which has href="#10 (closed)" which was evaluated as an issue reference.
