Pin Prometheus version to v1.8.2
What does this MR do?
Pinning Prometheus to version 1.8.2 in example Kubernetes file.
Why was this MR needed?
According to #40213 (closed) the sample config file that can be used to set-up a Prometheus instance on Kubernetes defaults to the latest Docker image. Pinning the version to 1.8.2 seems to resolve the issue until #39950 (closed) ships.
