Why was this MR needed?

Fix double-border situations when there is pagination in the pipelines/environments table.

This will also be useful for https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/15064 where we have a responsive table inside a settings block. And was one of the UX review points to get this fixed up.
