What does this MR do?
This MR makes the Auto DevOps banner to be rendered in Overview > Details page even when the repository is empty (for example on new projects).
Are there points in the code the reviewer needs to double check?
Why was this MR needed?
When creating a new project, the Overview > Details page doesn't show the Auto DevOps banner, as it was required in the specifications of this feature. This MR fixes the wrong behavior.
